Livestock-grade 1% Ivermectin is sold over-the-counter and is not a federal prescription controlled substance under USDA/FDA guidelines. Anyone can purchase it at farm supply stores. However, active wildlife rehabilitation facilities operating under state game permits (such as Illinois IDNR or Missouri MDC) must document all remote-treatment protocols and verify compliance with state-specific wildlife release and transport rules.
